Celar is the confidential smart-contract Layer 1. Balances, amounts, and contract state live under protocol-level threshold FHE — encrypted by default, verifiable by anyone. Standard Solidity, standard wallets, zero new opcodes. No single party holds the decryption key: it exists only as shares across a threshold committee, and a quorum of seats must cooperate to decrypt.
Celar is an EVM-equivalent Layer 1 blockchain where confidentiality is the protocol's data plane, not an application add-on. Contract state, balances, and transfer amounts are encrypted under threshold fully homomorphic encryption: the network computes on data no one can read, and decrypting anything requires a threshold quorum of independent key-committee seats — partial decryptions designed to be signed and slashable. Payments land on fresh stealth addresses, and a ZK shielded pool offers privacy that holds even if every validator colludes. Celar publishes what it hides and what still leaks — a full leakage matrix, and a falsifiable protocol-health metric.

Headlines and body. Falls back through the native system stack (-apple-system, Helvetica Neue, Arial) so the brand renders natively everywhere.
Monospace accents carry protocol data: metrics, tickers, labels, and the ciphertext notation ⟦x⟧.
