Celar（瑟拉） 是一条正在开发中的机密智能合约 Layer 1。余额、金额与合约状态可置于协议级门限 FHE 之下：每一笔交易都可以选择启用隐私，任何人都可验证。标准 Solidity，零新增操作码。解密密钥不由任何单一方持有：它以份额形式保存在一个门限委员会中，只有达到法定人数的席位共同行动才可能解密。
Celar is an EVM-equivalent Layer 1 blockchain where confidentiality is the protocol's data plane, not an application add-on. Contract state, balances, and transfer amounts are encrypted under threshold fully homomorphic encryption: the network computes on data without decrypting it, and no single party can read it; decrypting anything requires a threshold quorum of independent key-committee seats — partial decryptions designed to be signed and slashable. Payments land on fresh stealth addresses, and a ZK shielded pool offers privacy that holds even if every validator colludes. Celar publishes what it hides and what still leaks — a full leakage matrix, and a falsifiable protocol-health metric.
